I am Stacy Gilmore, Senior Life Insurance Advisor at Life Insurance Solutions Canada Inc. I help Ontario families compare life insurance quotes and understand what each option really covers. This guide explains the Canada Protection Plan as it applies in Ontario, in plain language, so you can decide if it fits your needs and budget.
Canada Protection Plan Life insurance is a crucial part of financial planning, providing peace of mind and protection for you and your loved ones amid uncertainty. However, getting life insurance coverage can be challenging, especially for people with pre-existing medical conditions or those who have been declined before.
That is where the Canada Protection Plan application comes in. As Canada's leading provider of No-Medical Life Insurance, Canada Protection Plan Canada offers a wide range of coverage options so everyone, regardless of health condition, can get the coverage they need.
Quotes on this page are informational. Final rates, amounts and approval depend on insurer underwriting and policy terms. I can walk you through what applies to you before you apply.
Who may want no-medical life insurance from Canada Protection Plan?
No-medical life insurance may suit people in Ontario who have difficulty obtaining traditional coverage, or who prefer an application without medical exams, needles or doctor reports.
No Medical Life Insurance is a straightforward and fast solution for individuals who may face difficulties obtaining traditional life insurance coverage. With the Canada Protection Plan application, you can get the life insurance coverage you need in as little as a day, without medical exams or extensive paperwork.
This coverage is designed for individuals with severe medical conditions, those previously declined for insurance, or those who prefer a hassle-free application process.
Canada Protection Plan describes its no-medical audience on cpp.ca in practical terms. You may want to look at these plans if you are a Canadian citizen, permanent resident, or hold a valid work or study permit, and one of these fits:
- You have some health problems or you are hard to insure
- You were previously refused for traditional life insurance
- You have a dangerous job or take part in hazardous or extreme sports
- You prefer no needles, no medical exam and less paperwork
- You want coverage in place relatively fast
In my work across Ontario, from Toronto and the GTA to smaller centres like Thunder Bay, I see four common uses: cover final expenses including funeral costs, help loved ones avoid leftover debts, leave a gift for family, or leave a legacy for a cause close to your heart. CPP frames its plans around those same needs.
What no-medical plans does Canada Protection Plan offer?
CPP lists six main permanent no-medical options, plus no-medical term options for 10, 20, 25 or 30 years. Permanent is for lifetime needs. Term is for a set period such as a mortgage or while children are young.
Canada Protection Plan is dedicated to providing accessible and full-spectrum coverage to individuals across Canada. Whether you are in good health or hard to insure, Canada Protection Plan has a variety of No Medical Life Insurance plans to suit your needs. As a Canadian-owned company, they take great pride in offering superior customer service from the moment you apply for coverage until the day a claim is paid. With the Canada Protection Plan, you can trust that your life insurance needs are in capable hands.

Guaranteed Acceptance Life
If you have a severe medical condition or have been told you don't qualify for insurance, the Guaranteed Acceptance Life plan may be the ideal solution. With this plan, you will not be denied coverage, regardless of your health condition. It provides lifetime protection, ensuring that your loved ones are not left with financial burdens in the event of your passing.
CPP positions this as the plan for the most challenging applicants. If traditional insurers turned you down, this is often where Ontario advisors start the conversation, then check if a Deferred option could offer more value for your health profile.
Deferred Life
The Deferred Life plan is designed for individuals with severe health conditions or who have previously been refused insurance. This plan offers coverage for those who do not qualify for traditional life insurance options. With Deferred Life, you can secure the protection you need to support your loved ones financially.
Deferred Elite Life
Similar to the Deferred Life plan, the Deferred Elite Life plan is tailored for individuals with a less serious health condition or those who have been previously refused insurance. This plan covers those facing challenges in obtaining traditional life insurance coverage.
For both Deferred permanent and Deferred Elite Term, CPP uses the same fit test: a health history that makes traditional underwriting difficult. Your advisor can compare the two on term length, renewal and conversion before you choose.
Simplified Elite Life
The Simplified Elite Life plan is designed for individuals in relatively good health or those who engage in extreme sports. With simplified underwriting and no medical exams required, this plan offers complete protection from when your policy is issued.
Preferred Life
The Preferred Life plan is ideal for healthy individuals who desire quick coverage. This plan offers excellent rates and coverage up to $1,000,000 starting when you are approved.
Preferred Elite Life
If you are in excellent health and want coverage faster than traditional underwriting processes allow, the Preferred Elite Life plan is a perfect choice. With the best rates for permanent plans, this plan offers coverage up to $1,000,000 starting when you are approved.
Permanent Life Insurance
Canada Protection Plan's Permanent Life Insurance, also known as Whole Life Insurance, offers lifetime protection. This type of coverage is ideal for permanent needs, such as final expenses. With more permanent insurance options than any other no-medical-life insurance provider in Canada, they strive to make coverage accessible to everyone, including those who are hard to insure.

Why choose Canada Protection Plan for Permanent Life Insurance?
- Most of their plans offer complete protection from day one.
- Their plans include more free benefits than other life insurance providers.
- They take pride in providing superior customer service throughout the application and claims process.
- As a Canadian-owned company, they are committed to serving our fellow Canadians.
Term Life Insurance
Canada Protection Plan's application for No Medical & Simplified Issue Term Life Insurance covers specific periods, such as 10, 20, 25, or 30 years. This type of coverage is ideal when you know the duration you require, such as for a mortgage or a child's education. With more Term Insurance options than any other provider in Canada, they offer their customers flexibility and choice.
Why choose Canada Protection Plan for Term Life Insurance?
- Their plans offer complete protection from day one.
- They offer both level and decreasing-term plans to suit your needs.
- All level term plans are renewable and provide coverage up to age 80.
- They provide more free benefits than other life insurance providers.
Should I choose term or permanent in Ontario?
Choose term if your need has an end date. Choose permanent if your need is for life, such as final expenses. Many Ontario families hold one of each.
Term life insurance can be an important part of your financial plan when your needs are temporary. CPP gives the usual examples: while children or dependants are young, or while a mortgage balance is at its highest. When the term ends, CPP says you can renew for another term period, choose a new term length, or switch to permanent coverage, subject to the policy terms for that plan.
Permanent, which CPP also calls Whole Life, is for needs that do not end. The most common is final expenses. CPP says it offers more permanent no-medical options than many other Canadian no-medical providers, which helps hard-to-insure applicants find a fit.
Here is how I explain the trade-off to clients:
- Term 10 or 20: often used to cover income years, a mortgage, or education costs
- Term 25 level: often matched to a longer mortgage or a longer dependent period
- Term 25 decreasing: designed to track a 25 year mortgage, where the amount declines as you pay down the loan
- Permanent: often used for funeral costs, to simplify things for family, or to leave a gift
If you are unsure, start with how long you need the money to be there, then compare monthly cost. I can run that comparison for you.
How much coverage can I apply for, and what affects timing?
Face amounts, ages and timing vary by plan. CPP lists up to $1,000,000 on Preferred and Preferred Elite, and up to $750,000 on Express Elite Term. Timing can be as fast as under a day on some plans, or within a few days on Preferred Term.
For Preferred Term, CPP publishes these ranges:
- 10 year term, ages 18 to 70: $50,000 to $1,000,000, renewable to age 80, convertible to age 70
- 20 year term, ages 18 to 60: $50,000 to $1,000,000, renewable to age 80, convertible to age 70
- 25 year level term, ages 18 to 55: $50,000 to $1,000,000, renewable to age 80, convertible to age 70
- 25 year decreasing term, ages 18 to 60: $50,000 to $1,000,000, coverage decreases over 25 years to 50 percent of the initial face amount, not renewable or convertible
CPP also notes for Preferred Term: if you are age 70 or under, amounts up to $500,000 are no-medical. Level term premiums remain level for the selected term, then renew for additional periods. Renewal is guaranteed regardless of health under the policy terms. All level Preferred Term plans are convertible to Preferred permanent plans up to age 70, regardless of health at the time of conversion. The decreasing 25 year plan is not renewable.
What affects how fast you are covered? Health history, the plan you choose, and how complete your application is. CPP says many no-medical plans offer full protection from day one, and Preferred Term offers immediate coverage with no waiting period as described by CPP. Your final effective date is on your policy documents.
Premium options described by CPP include annual payments by cheque or credit card, and monthly payments by pre-authorized bank debits. For level term, CPP states the coverage amount will never decrease during the term, and quoted premiums are guaranteed not to change for the life of the policy. All CPP policies described include a 10 Day Free Look Guarantee, so you have 10 days from receiving your policy to review it and return it for a refund if it is not right for you.
What extra benefits may be included?
Every no-medical policy is described with Terminal Illness and Transportation benefits on this page, plus optional riders for extra premium and Foresters member benefits. Details and limits are in your policy.
No Medical Life Insurance from Canada Protection Plan offers a range of benefits beyond the primary coverage itself. Let's take a closer look at some of the additional benefits that may be included in your policy:
Terminal Illness Benefit
Every No Medical Life policy from the Canada Protection Plan includes a Terminal Illness Benefit. In the unfortunate event of being diagnosed with a terminal illness, this benefit pays up to 75% of the death benefit to a maximum of $250,000 to the policy owner. This financial support can help alleviate the burden of medical expenses and ensure that you have the necessary resources during a difficult time.
Transportation Benefit
If dying occurs more than 200 kilometres from the insured's principal residence, the Transportation Benefit can assist with the cost of transporting the body. This benefit ensures that your loved ones are not burdened with the financial responsibility of arranging transportation during a challenging time.
Optional riders for extra premium
Depending on age and plan, CPP lists these add-ons for Preferred Term for an additional premium: Accidental Death Benefit which will pay up to 5 times the basic death benefit if death is accidental as defined in the policy, Child Term Benefit which insures each eligible child for $5,000, $10,000 or $15,000, Hospital Cash Benefit which pays a chosen daily benefit on hospitalization, and a term rider to add temporary extra coverage for a period shorter than the base plan. Availability varies, so ask what applies to your age and plan.
Additional Non-Contractual Member Benefits
Canada Protection Plan policies also include a range of non-contractual member benefits offered by Foresters Life Insurance Company, which underwrites its policies. These benefits aim to enhance the overall value of your coverage and provide additional support to you and your family. Some of these benefits include:
- Online document preparation service: Easily create customizable wills, powers of attorney, and healthcare directives.
- Competitive scholarship program: Assistance with the rising cost of post-secondary education.
- Renewable higher learning scholarship: A scholarship worth up to $6000 per year for four years for children of deceased members.
- Financial grant: Enables members to organize local activities that promote enjoyable family time through innovative opportunities.
- Easy-to-use learning library: Access over 200 online courses anytime to expand your knowledge and skill set.
- Monthly payment for orphans: Upon the death of both parents, support is provided for orphans up to age 18.
Please note that these non-contractual member benefits are subject to the terms and conditions outlined in your policy.
CPP notes the wills service is provided by Epoq Inc. as LawAssure, not as legal advice, and availability varies by province. In Ontario it is listed as available, but confirm current terms when you apply.
Does Canada Protection Plan offer critical illness insurance?
Yes, separately from life insurance. CPP lists four no-medical critical illness options focused on cancer and cardiac events, with up to $100,000 of protection depending on the plan.
You asked about CPP, so it helps to know this is separate. Critical illness pays a lump sum if you are diagnosed with a covered illness as defined in the policy, which you can use for medical costs, travel or family support. CPP says no medical tests or exams are required, coverage can be in place in days, and coverage runs to age 75 on the plans listed.
- Cardiac Protect: one tax-free payment up to $50,000 for listed heart conditions and procedures
- Cancer Protect: one tax-free payment up to $50,000 for cancer, aplastic anemia and benign brain tumour as defined
- Cardiac AND Cancer Protect: two payments up to $50,000, one for each side, with reduced premium after first claim as described by CPP
- Cardiac OR Cancer Protect: one payment up to $100,000 on first illness, in Term 75 and Term 20 versions
Minimums start at $10,000 on Term 75 versions. Term 20 versions start at $25,000 and renew to age 75. Optional Accidental Death and Return of Premium on Death may be added where eligible. If you are comparing life and critical illness together, I can explain how they work side by side.
